H.E. Rolandas Kačinskas, born on September 8, 1971, is the Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to the Czech Republic, a position he has held since August 19, 2024. Prior to this, he served as Chief Foreign Policy Advisor to the Speaker of the Seimas (Parliament) of Lithuania (2022–2024) and Ambassador of Lithuania to Greece, Cyprus, and Albania (2017–2022). His extensive diplomatic career includes roles such as Political Director at the Ministry of Foreign Affairs (2014–2017), Minister Plenipotentiary at the Embassy of Lithuania in Washington, D.C. (2010–2014), Director of the Information and Public Relations Department at the Lithuanian Ministry of Foreign Affairs (2009–2010), Head of the Russia Division (2007–2009), and Counselor at the EU Department (2003–2006).
He also held posts in London, where he was seconded to the UK Foreign and Commonwealth Office (2006), and Washington, D.C., as Second Secretary at the Lithuanian Embassy (1999–2003). Throughout his career in Lithuanian diplomatic service, which began in 1996, he rose steadily through the ranks, reaching the prestigious position of Ambassador. His honors include the Lithuanian Commemorative Signs of EU and NATO Membership (2004) and Diplomat of the Year (2016).
In his youth, Kačinskas was actively involved in Lithuania’s youth organizations, serving on the board of the Lithuanian Youth Council and as a founding member of the Lithuanian Scouts. During the early years of Lithuania’s reestablished independence, he also belonged to the Voluntary National Defence Service, participating in the defense of the Seimas in March 1991 and the protection of strategic assets in Vilnius from 1991 to 1992.
Kačinskas holds a PhD in Social Sciences from Vilnius University, with his thesis focusing on the essence of power in negotiations. He also earned MA degrees in Diplomacy from Lancaster University and in Political Science from Central European University, as well as a degree in Social Geography from Vilnius University. He is fluent in Lithuanian, English, and Russian, with basic knowledge of Greek and French.
In addition, Kačinskas has been a lecturer at the Institute of International Relations and Political Science at Vilnius University and the General Jonas Žemaitis Military Academy of Lithuania.

He is married to former diplomat Deimantė Kačinskienė and has two sons, Kristupas and Kostas.
His hobbies include windsurfing in summer, skiing in winter, and hiking and jogging all year round.
